Education:
Bachelor's degree in religion from Ohio Christian University. Master’s degree in education and Ph.D. in organizational management and leadership from Capella University.
Experience:
David has held a variety of leadership positions in the community and multiple roles at Fairfield DD. Most recently, he served as the Director of Services and Supports and Assistant Superintendent before becoming Superintendent of Fairfield DD in 2023.

Cindy Hillberry
Assistant Superintendent

Education:
Bachelor’s degree in Business Administration from Ohio University and Masters degree from Ohio University in Business Administration.
Experience:
Cindy has worked in the field of Developmental Disabilities since 1988, joined Fairfield DD in 1996, and took on the role of Assistant Superintendent in 2023 after serving as the Manager of Community Employment and the Director of Human Resources.

She believes in the mission of Fairfield DD and is committed to moving it forward in our community!
Anne Mikan
Director of Communications and Outreach

Education:
Holds a bachelor’s degree in education from Capital University and graduate coursework from the University of Dayton.
Experience:
Anne started her career as middle school teacher working with all students and has continued to teach in all her employment since. After working in public and university education, she joined Fairfield DD in 2018 as the professional development coordinator. She is an active volunteer with leadership roles in her community as well.

Beth Seifert
Chief Financial Officer

Education:
Bachelor’s degree in accounting from Franklin University and holds a certified public accountant license.
Experience:
Beth started her career at Ohio Health Hospital System and joined the Fairfield DD team in 1999.
Connection to the Mission:
“I believe our organization provides great opportunities to the individuals we serve. Even though I have very little interaction with the individuals we serve, I find great satisfaction in knowing that I play a part in the opportunities we can provide.”
David Baum
Director of Services and Support

Education:
Bachelor’s degree in Criminal Justice from the University of Toledo and a Master’s degree in Public Administration from Ohio University.
Experience:
David started his career as a DSP and a residential supervisor in an ICF. In 2011, David moved into a Service & Support Administrator role at a local County Board. David joined Fairfield DD as an individual support coordinator and transitioned to the role of Outreach Supervisor in 2016 prior to becoming the Director of the Service and Supports Department. He is involved in community organizations including being a 211-board member and serving in his local church.

Gaynor Pfeffer

Education:
Bachelor’s degree in business administration from Ohio Dominican University.
Experience:
After serving 10 years at the Ohio Department of Developmental Disabilities and 10 years at the Franklin County Board of DD, Gaynor joined Fairfield DD in 2007.

Kyle Miller
Director of Provider and Community Resources

Education:
Bachelor of Science from Ohio University
Experience:
Kyle began working in the field in 1988 as a Direct Support Professional where he provided training, coaching and job development. He then became the Employment Manager followed by Director of Adult Services in Licking County. Kyle joined Fairfield DD as the Adult Services Director in 2015

Todd McCullough
Director of Operations

Education:
Bachelor of Applied Management degree and a Bachelor of Communication Studies degree from Ohio University and a Master’s in Public Administration degree from Kent State University.
Experience:
Todd held a variety of positions within Fairfield County including serving as the Dog Warden and in the County Human Resources Department before joining the Fairfield DD team in March of 2021.
